Skill reconcile

Description

Reconcile an incoming skill (from a marketplace, a shared library, or a vendor update) with skills the user already has installed, without losing anything they rely on — find overlapping local skills, compare them section by section in both directions (what the incoming skill adds, what only the local skill has, where they conflict), show the user a clear difference report, and with their approval save the user's tailored or unique guidance as a small local overrides skill so future sessions keep it alongside the new skill. Also produces library-level coverage reports (how much of one skills folder another one covers). Use whenever a newly loaded or installed skill covers the same topic as an existing local skill, the user asks to replace, upgrade, merge, or compare skills, or asks how much of their current skills a new set covers.
